Presenting Formentera's new COVID-19 agent

foto 2022 agent covidToday Ana Juan, President of the Consell de Formentera; Josep Marí, Councillor of Interior, and Félix Ramos, the Chief of Formentera Local Police, received Formentera's COVID-19 and citizen security point person, to be in charge of attending to urgent needs stemming from the public health, social and economic crisis caused by the pandemic.
 
This new agent is part of the Balearic Government's call to equip local councils with reinforcement personnel. The Consell de Formentera had requested four agents, and ultimately received one. His contract runs until 31 December 2022. The agent took part in a training course in Santa Eulària along with the incoming agents of that town. The Consell de Formentera praised the Santa Eulària town council for its help in training.

From Fons Pitiús de Cooperació, Formentera welcomes Giramón

Next Monday, 17 January at 6.00pm, the "Ajuntament Vell" exhibition space will open its doors to Giramón, an exhibition which will remain on view until Thursday 27 January.

This exhibition is designed to teach children in early-childhood education about other places around the world. Torta, a travelling lizard, brings together five children from various countries and continents and leads on an active discovery of each other's daily activities.

During one-hour guided tours, groups of four and five year olds from Formentera schools take it in turns visiting the exhibition. Pupils from Mestre Lluís Andreu, Verge Miraculosa, La Mola and Sant Ferran will discover a more positive image of other countries and ways of life. According to the Fons Pitiús de Cooperació, "The exhibition teaches children about all they have in common with people in other parts of the world, as well as the essential roles that women often play and the importance of community in the lives of featured individuals: whether in decision making, conflict resolution, project development or elsewhere; children will also grasp the importance of nature and continuous contact with it, and the ability to live with few material things".

The exhibition is open Monday to Saturday from 11.00am to 2.00pm and 6.00pm to 8.00pm. The Sala d'Exposicions "Ajuntament Vell" is closed on Sundays, Monday mornings and bank holidays.

'Talks for Families and Teachers' return with lecture on adolescence

At 5.00pm, Thursday 20 January, the Formentera Office of Social Welfare's 'Talks for Families and Teachers' lecture series returns to the Sala de Plens with 'Teens Today: Loving and Educating Them When They Need it Most' from psychologist, educator and journalist Jaume Funes Artiaga. Funes will offer tips and advice "on how to educate individuals in adolescence, a time of great change when closeness with adults is an essential part of teens feeling secure enough to face, discover and experience life".

In Madrid, Formentera touts competitive edge of its outdoor spaces

Ana Juan, President of the Consell de Formentera; Alejandra Ferrer, Vice-President and Councillor of Tourism, and Carlos Bernús, Director of Tourism Marketing, will attend the international tourism expo Fitur, scheduled to take place Wednesday 19 January to Sunday 23 January in Madrid.

At a dedicated section in a stand shared with the rest of the Balearic Islands, Formentera will offer promotional material on "family tourism and ways to enjoy the local environment, gastronomy and heritage as well as cultural and sporting events designed to draw visitors in the low season", said Councillor Ferrer.

Marketing efforts include meetings with niche travel magazines, web portals, tour operators, travel agents and more. "Despite the public health situation and renewed uncertainty on account of COVID-19, currently there is a lot of interest in Formentera as a destination", said Ferrer, adding, "This year we will highlight Formentera's qualities as a safe and sustainable island, with abundant open spaces and few crowds so visitors can enjoy the island more safely". To that end, these competitive advantages will be shared with media representatives in a presentation at 11.00am on Thursday.
 
"Also on display at the expo will be formentera.eco for a more sustainable mobility, Save Posidonia Project, to safeguard posidonia and the coastline, and other local initiatives to tuned to guaranteeing unique experiences for travellers", Ferrer concluded.

Consell de Formentera calls for withdrawal of draft amendment to Coastal Authority's general regulations

foto 2022 CostesToday Ana Juan, President of the Consell de Formentera, sat down with Maria Jose Mayans, Chair of the Platform for Individuals Affected by Delimitation (Plataforma d'Afectats per la Delimitació, PAD), and PAD Spokesman Vicent Tur, to review the local government's representations to the Ministry of Ecological Transition and Demographic Challenge about proposed changes to Coastal Authority regulations, including a request that the proposal be scrapped. An order signed 7 January by President Juan detailed these representations and maintained that the amendment submitted for public consultation was "unlawful and contrary to the case law on delimitations" and "creates legal uncertainty which encroaches on the rights of individuals".

The President stressed that the new regulations must take into account "the peculiarity of Formentera" and that "no backward steps can be taken in this regard". "The people of Formentera have always worked together on this issue and transcended partisanship to defend each others' interests; the new regulations must not increase insecurity or impinge on our powers as a local authority", said Juan, who stressed "the great work of department staff" in preparing the representations.

The document sent by the Consell highlights how the proposed modifications would mark a return "to arbitrariness in determining the scope of public domain" and encroaches on municipal government's authority in town planning and activities. For example, it regulates construction that can be carried out in protected areas and modifies articles that regard conservation works on properties left in the public maritime land domain. "Care must be taken so that these changes don't lead to built structures in this coastal area being demolished earlier than previously accorded", the text reads, highlighting the amendments' potential "to cause significant impact on the landscape and environment".

The modifications would additionally cause "unjustified limitation of the rights of individuals insofar as the changes, in their laxness, leave review of demarcation to the subjectiveness of the Administration, and once again ignore technical criteria accepted by jurisprudence". In addition, the changes may raise "new obstacles to owners' and others' rights in the public land maritime domain".

Absent from the proposed regulations is the section which currently allows individuals to park and drive in the area in question. "In any case, the change stands to create significant environmental concerns and complications in how access to beaches is managed by regional and local authorities, even engendering problems in town planning".

One of the proposed modifications involves limiting concessions to a duration of 30 years, or up to 75 years if renewed, as set out in legislation on "public administration patrimony", which creates provisions for a generic period of 75 years.

Nor does the proposed regulation include an economic impact study, or equivalent mechanisms, which the Formentera government's representations describe as "a fundamental requirement in state legislation" and necessary for the economic quantification of the proposed measures' impact.
